+- 코드 변경 전 관련 domain rule을 먼저 확인한다.
+- 요청 범위를 넘는 변경을 하지 않는다.
+- 불확실하면 단정하지 말고 후보를 제시한다.

+아래 요청은 `agent-ops/skills/common/router.md`를 읽고 수행한다.
+- agent-ops 초기화
+- domain rule 생성
+- skill 생성
+- git commit / git push
+- agent-ops 업데이트 / 진입 파일 재적용
