docs(roadmap): 브리지 선행 경계 상태를 검토중으로 반영한다
워크스페이스 포트/환경 표준화 마일스톤이 완료되었으므로 브릿지 경계 하드닝의 상위 상태를 리뷰 단계로 전환하고, 완료 리뷰 근거를 증빙 로그 기반으로 정리해 다음 승인 흐름으로 넘기기 위해서이다.
