Milestone work item 생성 동기화에서 workspace slot 상태를 DB에 저장하고 available slot을 원자적으로 예약할 수 있어야 한다.
리뷰 루프 산출물을 archive하고, 현재 로드맵 우선순위를 Workbench Provider Slot Composition으로 조정한다.
