feat(core): provider registry 조립을 정리한다

외부 provider 추가가 handler 시그니처 고정에 묶이지 않도록 provider 목록 기반 조립으로 정리한다.
Mattermost adapter 완료 리뷰 로그와 외부 통합 마일스톤 진행 근거도 함께 보존한다.
