chore(workspace): 원격 테스트 포트 기준을 맞춘다

기본 local 테스트 환경이 standard remote runner라는 전제에 맞춰 문서와 로드맵 기준을 정리한다.
Core compose host publish 기본값을 18010으로 맞추고 8080 호환은 명시적 override로 남긴다.

마일스톤 작업 생성 동기화를 진행하기 위해 Plane project별 active sync 설정을 Core DB에 저장하고 조회할 수 있는 persistence 경계와 검증 산출물을 함께 정리한다.
