runner 출력 경계 분리 마일스톤에서 pipeline이 CLI 구현체에 직접 의존하지 않도록 explicit ExecutionContext.output 경계를 사용한다.
현재 iop 미구현 legacy smoke는 사용자 승인으로 완료 범위에서 제외하고 task archive와 완료 로그를 남긴다.
