docs(agent-ops): 모노레포 규칙과 로드맵을 정리한다
...
현재 workspace 구조와 맞지 않던 agent-ops 규칙, domain rule, 로드맵 항목을 함께 정리해 후속 작업이 올바른 경로와 검증 기준을 참조하도록 한다.

- milestones 디렉토리 파일명 M01- prefix에서 이름 중심 구조로 변경
- CLI automation baseline, structured automation surface 등 7개 마일스톤 파일 재구성
- ROADMAP.md, current.md, project rules.md 업데이트
- README.md 동기화
