refactor: oto_console surfaces restructure (G06) - Jenkins-aligned layout pass

feat(shell): add Jenkins-style page frame and rail grouping (LAYOUT-1/2/3)
...
- Add _SectionDescriptor and _ConsolePageFrame to shell for header/context
- Reorganize _OtoConsoleRail: overview > workflow(pipelines/executions) >
operations(runners/artifacts) > admin(settings/agent) with dividers
- Add _RailDivider component for section separation
- Preserve OtoConsoleSection enum, public constructors, tooltips, callbacks
- All 41 Flutter tests pass (14 console + 27 client)

클라이언트 계약과 서버 핸들러 경계를 분리해 변경 범위를 명확히 하고, 장기 테스트 흐름에 맞춰 문서와 경로 정리를 함께 반영한다.

feat(client): 모듈형 OTO 콘솔 패키지를 추가한다

iop와 nomadcode가 같은 workspace에서 제품별 Flutter 콘솔을 위젯으로 삽입할 수 있어야 하므로 OTO client를 얇은 host 앱으로 정리하고 agent-shell 기반 embeddable console 패키지를 분리한다.
