be5f6d5522 sync: workspace rules and skill files update 
- Update entry files (.clinerules, .cursorrules, AGENTS.md, CLAUDE.md, GEMINI.md)
- Update common and project rules
- Update target discovery and collect scripts
- Add target-excludes.txt for exclude management
