feat(agent-ops): 마일스톤 준비 기본 실행을 정리한다

Milestone 준비 요청에서 workspace 위치를 명시하도록 하고, plan 생성과 재검토의 기본 실행을 Codex gpt-5.6-sol xhigh로 고정해 재현 가능한 준비 흐름을 제공한다. 다른 provider를 명시하면 provider 기본 모델을 보존한다.

workspace 전용 표현 대신 Milestone 이름을 포함한 준비·작업준비·시작 요청을 공통 진입점으로 사용하도록 router와 스킬 메타데이터를 맞춘다.

계획 상태 Milestone을 feature workspace로 준비하고, Epic 단위의 직접 작업·계획 작성·자가 검토·세분화·최종 검토를 이벤트 기반으로 연결한다. Codex, Claude, Gemini, Pi 원샷 실행과 중단 복구 상태를 공통 계약으로 관리한다.
